Sector 1976

Sector 1976 was the first SLA area I developed when I got back into it last year. The actually three page file was simply going to be an overview of an area for a BPN, but I had so many ideas for it I was going to develop it further. I actually have another 6 pages of finished work and notes that detail the whole surrounding area, but I will never be putting these up. The reason?

Well it gets a little complicated. Prior to Christmas I had done all of the preliminary work and was trying to convert the ideas into a collection of BPNs, a sourcebook for want of a better word for the area. I had developed the background story and the events that were happening to individuals so that they were more character lead, than just influenced by whatever visiting Players did. I shared a lot of these ideas with a group of people from the list and the hope was to develop the whole of Sector 19 into something akin to the Mort Sourcebook. Then Nightfall announced their deal with Hogshead and also their restriction on 3rd parties developing anything based on their Intellectual Property.

Now the problem with Sector 19 was that at its fundamental core it was based around a group of Operatives who had been influenced by [D-Notice] which meant that there was too much to change to get it to work properly. The group bounced around ideas, but in the end Sector 19 was getting too far away from what I had originally intended, so I bailed on the group being disheartened about what was going on.

Anyway the original three pages for Sector 19 are here as more than anything else they were inspiration for a lot of my ideas that have still be shown here. And as for the others who were helping me on Sector 19, well don't be surprised if some of their work appears anyway.

The Last Outpost

"This place 'ain't called the Last Outpost for nothing. You won't find any other Shiver base this far from Mort Central. Hell, you won't find much of anything this far away. We are here 24/7 to protect this area from anything that tries escaping from the Sectors. If we weren't here, the locals probably would have left by now, but just seeing the Outpost, they know that SLA Industries is trying to make their world a bit nicer."

The Shiver Station located in sector 1976 is known locally as 'The Last Outpost'. It is positioned in Lower DownTown, near to Cannibal Sectors 2&3, and is the furthest distance from Mort Central of any Shiver station. Its primary responsibility is to act as a staging unit for the Sleeper Shiver Units that patrol the area between the two Cannibal Sectors. Sector 1976 borders on to sector 1977 to the north and east as well as to sectors 1986 and 1985 to the south and west. Sector 1976 is approximately rectangular, with an estimated area of 12km by 8km wide. There are two main regions inside of the sector, a large residential area that covers about 2/3 of the sector to the north and a now disused industrial area in the south-west, which covers the remaining third. It is inside of the residential area that Shiver Station 1976 resides, and this is also where most of the local patrols are undertaken. Daily SCAF patrols are undertaken through the industrial area, but the majority of the buildings here are deserted.

The Shiver Station is an armoured concrete building approximately a kilometre square. It is also about 8 storeys high and can be seen from any part of the sector. It houses approximately 200 Shivers and has accommodation facilities for a further 150. There are normally 10 fully equipped APCs in the station and 20 SCAFs. There is also room to house another 5 APCs, normally from Sleeper Shiver Units that are undertaking repairs. Most of the facilities here are to allow Sleeper Shivers a chance to relax whilst their APC is being repaired or re-equipped. Although basic there are several leisure rooms including a gym and a communal TV room. There are additional TVs in all the accommodation facilities.

The residential area mainly comprises of four-storey high apartment blocks, which have interconnecting walkways on the third floor, as well as roads at ground level. There are a few stores available inside of the residential area, as well as the occasional bars. The majority of people here are on welfare, although there are also believed to be few operatives in some of the apartments. The only Shiver housing in the area is inside the Shiver Station. The residential area has a small commercial district, which is located relatively close to the Shiver Station. There is little available at the commercial district besides necessities, such as food, basic clothing and alcohol. The original commercial area was converted into more residential blocks following the abandonment of the industrial area. The few stores that did offer other goods outside of this are have mostly closed down or converted to other uses.

Some of the more important sections of the residential area include 'The Hydrant' night-club as well as the main base for the local gang the 'Blood Dogs'. The Hydrant club is open every evening from 8pm until about 6am. The Blood Dogs provide protection for the club and all members have free entry on any night. It is unknown whether the club is run by the gang or by someone else. The Blood Dogs main headquarters is based in the original commercial area. Formally a Fen retail shop, the Blood Dogs have converted the building into a bar called 'Shooters' which is open 24 hours a day. There is little trouble around either place, with any problems dealt with by the gang. Known Shivers are normally allowed into either place as long as they are respectful of the gang's authority.

The industrial area has been mainly abandoned since 865SD, when a large group of Carriens repeatedly attacked the area. Although several BPNs were issued, their method of entry was never found. After 6 months most of the businesses had closed down. About half of the buildings here have now fallen down. Originally the majority of the warehouses were in plastics manufacturing, although there was also a parts manufacturer for Fen. From time to time there are rumours of factories that are working but these normally turn out to be unfounded. A new lease of life was found in the area just prior to the Chrome Warrior phase in eight-eighties, but with the introduction of Karma prosthetics, these soon closed. There are no known plans for rejuvenating the area.

There have been rumours of a Soft Company called 'Shrine' who are searching the area. They are believed to be looking for the Fen factory and for any weapons or equipment that have been left there. SCAF flights across the sector have revealed no large groups of people but only the occasional scavenger looking though the rubble. The area is mainly left alone by the residents of Sector 1976, as they are fearful of rediscovering the entrance that the Carrien used when they attacked. It is known that some kids do play in the abandoned buildings that are nearer to the residential area. Recently there have been disappearances in the area and it is believed that these may be due to a Serial Killer.

The main gang in sector 1976 is the 'Blood Dogs'. There are approximately 70 affiliated members of the Blood Dogs, of which five are key figures. The main base of the gang is a converted Fen retail shop in the original commercial district of the sector. This four-storey building was reinforced by Fen but abandoned following Carrien attacks in the sector. The Blood Dogs have converted the building into a bar called 'Shooters' which is open 24 hours a day. The top two floors are restricted to gang members and close friends only. The second floor of the bar is a strip club with several private rooms, whilst the ground floor is a regular bar with a DJ every night from 10pm. The majority of those who come here are from the nearby residential areas, although some also travel from nearby sectors. The security is the responsibility of a Frother called Big Iain, a 6ft 5in, dreadlocked, solid wall of muscle who few would argue against. Always staring at people as if they are guilty of something, he is also feared as one of the main enforcers for the gang. He is assisted by a Prop called Blown Out, an average sized human who uses twin Fen 603's to ensure that everyone behaves themselves. For those who find Blown Out without his guns, they will soon learn that he is a good boxer as well. He is especially violent towards those who attack the girls on the second floor. It is rumoured that Blown Away found his Fen auto-pistols in the wreckage of the Fen factory in the Industrial area.

The other main hangout for the Blood Dogs is a club called 'The Hydrant'. Situated in the residential area, this three-storey club opens every night from 8pm until about 6am. Security is handled for the Blood Dogs by a man called Little Ian. No relation to Big Iain, Little Ian is a wiry looking human of average height. Favouring martial arts when attacked, it is rumoured that Little Ian was once an operative. Whether this is true is unknown, but what is known is that Little Ian is not a man you want to get on the wrong side of. His cool, relaxed almost joking mood, can change very quickly when he spots trouble; he will joke with someone one minute and snap their wrists the next. Most of the gang look up to him and will eagerly help if any trouble starts in the Hydrant.

"O'Neil runs the Blood Dogs, as in they all look up to him. I don't know any of them that wouldn't rush to his side in a fight. You hear of a Prop called Trader? One and the same. Yeah, he could use a sword couldn't he. Mind you he tends to rely on a pump action and his mates nowadays. I wouldn't suggest crossing him, unless you've got some serious back up close to hand."

Near to the Hydrant is a bar called 'O'Neil's', which is another hangout for the Blood Dogs. O'Neil's is home to Cassidy O'Neil, the leader of the Blood Dogs and several other members of the gang as well. A few years older than most of the gang, Cassidy is a quiet, well-tempered man. Most of the time he can be found in his bar serving drinks to his friends, or ensuring that the place is tidy. Cassidy became the leader of the Blood Dogs five years ago, when the gang was attacked by a rival gang 'Carlito's Reavers'. After several violent confrontations between the gangs, the Blood Dogs hired a Prop called Trader to assist them. Trader infiltrated the Reavers base and kidnapped Carlito Menendez, their leader. Bringing Carlito to Shooters, Trader explained that next time he saw Carlito anywhere in the area, he would lose his ears, nose and eye lids. To ensure that Carlito would not return the Blood Dogs hired Trader, offering him anything he wanted. Trader knowing the area chose an old bar in the middle of the residential area and converted it in to one of the main gang hideouts. Following the death of the Blood Dogs previous leader, the gang asked Trader to lead them. Preferring the quieter life of a bar, to fighting, Trader asked to be called his real name of Cassidy O'Neil and finished work on his bar. The second in command in the Blood Dogs is Tawny, O'Neil's girlfriend and a former stripper at Shooters. Tawny sees violence as a means to an end and doesn't hesitate to use it when necessary. She particularly favours the Vibro-Sabre that used to belong to O'Neil when he was Trader.

"Fuckin' Shivers! What gives' em the right to push us around, huh? We was 'ere long before they made their fuckin' Outpost. I tell ya all they do is go 'round looking for trouble. Poking their noses in everywhere. It'd be a lot better 'ere without 'em. 'ere ya want any Scab?"

Shrine

"Shrine? You don't want to be getting in their way. I saw a group being hassled by a Cramp that wouldn't leave 'em alone. One of the Shrine guys, reaches into his clothes and brings out this rusty looking cleaver. The Cramp sees it and tries backing off, but the Shrine guy just goes straight at him. The Cramp was lucky his left arm was cyber-ware 'cause the cleaver got jammed in it, and he got to escape. The Shrine guy just walked calmly back to his friends. Nah, I keep well out of Shrines way."

Heels, Blood Dogs gang member (15)

Working from somewhere inside the industrial area is a soft company called 'Shrine'. Little is known about the company, except that it is believed to be searching for the lost Fen warehouse. It is rumoured that over 60 people work for the company, although it is unknown what most of them do. The only real information has been gathered second hand from the Blood Dogs. They tell stories of the deformities that the members of Shrine have; from missing ears to patches of skin that the bone can be seen through. They also say that Shrine has been hiring some very skilled Props. The Blood Dogs say that the industrial areas that they inhabit are haunted, or at least have strange noises coming from them at night-time. It is believed that some of the members of Shrine live in the residential area of sector 1976. The Blood Dogs are careful to leave them well alone.

Also searching through the rubble are Cyber-Tramps who have been spotted in increasing numbers during the last year. It is thought that they are looking for any factories that dealt in Cyber-Wear in the eight-eighties. They are careful to hide when SCAFs fly overhead, but it is thought that there could be as many as fifty cyber-tramps in the area, living mostly in the abandoned buildings. They can be seen sometimes in the residential areas scrounging for food and money, although the Blood Dogs will chase them away if seen. A few have been interrogated by the Shiver patrols as to why they were there, but they just reply they are looking for a place to live.

"Please, you must help me find Janey. She only turned 13 last month and I haven't seen here for two days now. She's never been gone this long before. I hear the Shivers found one of her shoes in an empty building. Oh Slayer, what has happened to her?"

Recently there has been a steady increase in the amount of people who have gone missing in the area. The majority of those who have gone missing are young teenagers, and it is suspected that the Skin Trade may be working through the area. Compared to last year, there has been a five-fold increase in the number of people reported to the Shiver Station. It is thought that the real number may be three times higher than this. It is unknown whether the increase in cyber-tramps is related to this, as their numbers have increased in a similar rate. Extra SCAF flights have been sanctioned and if the Skin Trade is responsible than it is likely that BPNs will be issued in the area.

There are no known Serial Killers or Cognates working in the area, although it is believed that 'Stolen Kisses', the cognate from sector 1972, was originally from this sector. The Blood Dogs claim that they chased them out of the area following an attempt on one of the girls from Shooters. The Blood Dogs also claim that out of the original four members of Stolen Kisses they killed two. There is a Shiver report of the attack but no mention of the two serial killers bodies.

"Yeah, we got two of 'em. O'Neil fired a 12 gauge thro' one guys chest. The other took the quick way down the fire escape. Never found any bodies afterwards though."

One thing that has disturbed local SCAF units is the increasing number of Carrien bodies that have been found littering the industrial area. Upon further investigation it appears that the Carrien are normally left staked out with strips of their skin torn off. This is mostly happening near to the border with Sector 1985. It is unknown who is doing this, but over twenty Carrien have been found in the last few months. Recently the bodies have been found closer and closer to the centre of the industrial area, prompting speculation that the killer is heading further in to Sector 1976.
