Background
Mr. O'Connor's best boy, James Clarke, has been naughty this year. It seems Mr. Clarke has been letting the pressures of work get to him. Every now and then he lets off steam by killing a cleaning woman after hours (he's always staying late to work) by strangling her with his tie and pushing her out the window. The first was a year ago, then two months ago, and now last week he did it again. The whole story came out (to O'Connor) when the Shivers investigating quickly figured out who had been present (Clarke was logged into the computer bank). O'Connor used his paltry influence (check out Data Retrieval on the chart) to silence the Shivers that time and covered up himself for the next two.
Then came the Media. A Third Eye reporter discovered the link between the three murders (same MO) but not the culprit. Now the media is swarming over the top offices, and O'Connor fears that operatives will be assigned to investigate. Clarke is just a lowly employee, and the company would crusify him as a DN mercenary or some such. O'Connor can't let that happen, because Clarke has been doing O'Connor's job for him (O'Connor being relatively incompetant). So, O'Connor has hired the PCs to gloss over the killings for Third Eye and any investigating Ops. The official job, as he explains it to them, is to keep the killings from interfering with Data Retrieval (he does not explain the above background, but does hint that any employees should not be linked in any way to the murders).
Outline:
There many avenues of investigation into the murders, if the PCs pursue it.
Use the above information and use your skills as a GM to wing it (this ain't no module, baby). Enemies, minor and major, can be involved in several ways to hinder the characters. Any operative or shiver enemies can be assigned to investigate - as can any journalists. Gangs and DarkNight/Thresher enemies can be hired as thugs by Clarke (he has made a lot of political friends).
Or, it could go smoothly, with emphasis on the corruption and corporate evil. Perhaps, an old lover is among the dead. Do what suits your gaming style.
Regardless of events, Internals will no doubt take an interest in "subversive" operatives if they get a whiff of any non-sanctioned cover-ups.
Character Sketches
In my campaign, I often use the many portraits in the books for NPCs. However, I don't think Clarke or O'Connor warrant it.
O'Connor: a grey haired little acountant with a mustache. Human. SCL 7B.
Nervous, whines. He jumps every time his fax goes off or when his phone rings. Distrusts electronics/prefers mechanical replacements. He has secretly intercepted and turned down (forgery) four promotions for Clarke.
Clarke: tall, with dark hair and a clean-shaven, salaryman appearance.
Human. SCL 8C. He has little personality and no life beyond his work. He was once a promising computer operator, but he has been submerged in the dredgery of Data Retrieval.
