Scavs - An Alternate Background

An overview of Scavs in JNFWoP

My ideas on Scavs are a little different than most peoples. Mine are based on the Cannibals in Sector four as outlined in the Mort Sourcebook. I got my names mixed up once and ever since then when I've mentioned Scavs that is what I've meant.

Scavs in JNFWoP are basically Neanderthal Zombies. A growing menace in the depths of Lower Downtown, the Scavs are rumoured to be either mutated humans or perhaps the original inhabitants of Mort. Most live in family units (tribes) lead more-often-than-not by Matriarchs, elder women who seem to have a bit more intelligence than the rest of the Scavs. All Scavs are loyal to the family and have little personal desires, beyond protecting the family, feeding the family and making sure that the home fire is never extinguished.

They are used in JNFWoP as basically cannon fodder, gaining a mere 2c per confirmed kill (5c if a Matriarch). Most people see them in the same way we see pigeons and rats in real life. Most Scavs have little in the way of weapons and equipment, relying on clubs and hand held objects. The only way they tend to beat Operatives is by ganging up on them. A good example of how to use them is the X-files episode (4.03 "Home") where Mulder and Scully come across a group of inbred people protecting their home, following the discovery of a dead infant with lots of genetic mutational illnesses.
