When using Blast it is the total rank in Blast that is used for targetting purposes. If the Ebon is using a FlintLock, this increase their knowledge by one rank and so there ability is at +1.

When targetting there is no need to take additional phases beyond the formulation phase to aim or increase the range for a penalty to you hit roll. Instead it is a simple 2d10+max rank. If it is Blast and you get 11+ it hits, otherwise it misses. If you are using Bomb and you get 11+ the area is centered around your intended target. For each point below 11 it is one metre away from the target and nearer you. There are no additional penalties/modifiers for range as the Ebb Blast attack is not modified by Short, Medium, Long or Extreme Range. Each Blast ability goes off at the start of the Phase after the Formulation Phase.
