Minor enemy is also one point per rank and is much more dangerous to your character, depending on who your enemy is:

Internal to SLA: they are viciously dangerous sods who will fuck with your career to the best of their abilities.

Outside of SLA: they have a nasty habit of putting money on your head; 500 UNIs / level for a minor enemy, 1000 UNIs per level as a major enemy.

Of course internal enemies sometimes do that too.
