Operatives
The role of the Operative in the World of Progress is to act as a freelance investigator, dealing with problems that are beyond the resources of the Shivers. Work is gained through queuing up in BPN halls to gain the next available mission. These missions can range from tracking down the latest serial killer, to acting as protection for Department of Sanitation workers. Promotion as an Operative is gained through being noticed by the media and successfully completing BPNs. Only the best can enter the Contract Killers Circuit or be hired directly by one of the Departments. Although heavily criticised by the Shivers and most of the local population, the Operatives have the most demanding job, dealing with threats to the World of Progress that the Shivers are unable to do.
Cloak Division
Monitoring the actions of the Operatives is the ever-feared Cloak Division. Working with Internal Affairs, Cloak continuously watches the Operatives, ensuring that they do not allow themselves to do anything that might cause harm to SLA Industries. If subversion is found amongst the Operatives, Cloak will remove the threat using extreme force. Some secrets of SLA Industries are best kept secret and it is Cloaks job to ensure that this happens.
Civilians
The Civilians in the World of Progress are a bland breed of stereotypes, who have little say in what happens around them. Most of them are unemployed and spend their days living off the 'benefits' that SLA provides them with. The majority live in appalling conditions in their DownTown apartments; rubbish in the corridors, walls crumbling because of the excess rain and noise filtering through from the surrounding rooms. Food is provided by SLA Industries and normally is based on pre-processed food with all the taste, nutritional value and colourings removed. Vitamin pills are the normal for desert, washed down by the not-quite clean-but-there's-other-things-that-will-kill-you-first water that SLA provides for to all inhabitants. There are few real jobs in DownTown and so most of the Civilians spend their time watching teevee and killing time until they either die of pneumonia, boredom or due to a Serial Killer. The remainder join gangs or cults or soft companies to help give their lives some purpose; making their lives better by preying on the majority. They tend to live fast and die young, fighting for a cause just so that they can feel that they are wanted. The lucky ones are seen on TV and are recruited as Operatives into SLA Industries.
Monarch
One of the largest gangs in the World of Progress is the vigilante group Monarch Law Enforcement. Underpaid, under-equipped, and underfed Monarch patrols the main residential areas trying to make their little corner of the World of Progress that bit nicer. Most of the time they travel around in groups of three or more, hoping that strength in numbers will get them through everyday. The locals tend to appreciate the effort from Monarch, although most think they are crazy to do it. Monarch tends to receive a lot of hassles from the Shivers especially where their areas of investigation overlap. Shivers look down on Monarch as amateurs who get in the way. Monarch resent the fact that the Shivers are better equipped than they are, but have no real consideration towards the people they are trying to help.
Employees
Employees are those members of the general public who work directly for SLA Industries. These are the factory workers, filling clerks and desk-jockeys who undertake the menial work for SLA Industries, allowing the majority of each department to undertake the necessary work for the department. An Employee is one step higher on the rung than normal Civilians.
Shivers
The Shivers are SLA Industries answer to the cries for a police fore in the DownTown areas. Most of them start with grand ideas of how they will make a difference to the area they are working in; from driving away gangs, to stopping Serial Killers. It doesn't usually take them long to realise that they are fighting a hopeless battle against people and creatures that have no real regard for people's rights or indeed their lives. Shivers tend to have very cynical outlooks on life, knowing that their training is inadequate and that their weapons and equipment is almost useless. The standard issue Browbeater is good at stopping civilian disturbances, but a waste of time if the Shivers find themselves against even a Carrien. Some of the more cynical Shivers prey on the very people that they are meant to be protecting; from forcing them to pay protection money, to continued hassling for minor crimes. A lot of the time Shivers are forced into these actions to make ends meet. Their basic pay covers little and they are unable to purchase the back up weapons and equipment that they need to survive. Most of them have also seen pretty horrendous sights and some turn to drugs and alcohol to help block out their memories. The alternatives for a Shiver are to take an assignment that will pay them more money; from the despised Dispersal Shivers, to guarding the walls surrounding the Cannibal Sectors. Bonus pay is also given to those who work on Sleeper duty - where an APC full of Shivers will spend six months working in the depths of DownTown, occasionally returning to Shiver outposts to refuel and rearm themselves. It is here amongst living amongst the lowest parts of DownTown that the difference between right and wrong can easily change.
Head Office
In the centre of Mort, in the highest buildings resides Head Office and the Spire that is Mr. Slayers home and base of operations. It is here that stares down at his company below and determines where the company is heading next. He is assisted by the department heads of SLA Industries, as well as his mysterious female assistant Senti. Intruder, Mr. Slayer's personal assassin is also present, guarded by the Black Chapter, Mr. Slayer's private army. It is also here that the mythical department Stigmartyr is meant to reside, fighting an unknown enemy in an everlasting battle.
Population Breakdown
The city of Mort stretches across a whole continent, built on its own ruins and supported by pylons that sink miles into the planets surface. It is this, the capital city of the World of Progress, that is the normal starting point for freshly trained Operatives. It is difficult to determine the exact breakdown of the population in Mort, due to its sheer size, but an estimation of a typical cross section can be determined.
