• Dr. Fern is actually hiring the squad out of his own pocket, as a sort of private investigation.
• In each case the victim was found looking as if they were chewed upon by some great beast, also their eyes had been shriveled up and no matter what color they were before, were now black as pitch.
• All victims were friends of Dr. Fern.
• To date there have been three murders.

The truth:

The murderer is Dr. Fern, though he does not know it.

Dr. Fern has been working to enhance the Ebon Beast form, what he does not know is that he has succeeded. While in this enhanced Beast Dr. Fern has no memory of what he does or where he goes. To retain the enhanced state the Beast must feed on the flux of other Ebons.
